BCI 日本支部 2020 年度第 3 回定例会 開催報告
BCI 日本支部は、2020 年 10 月 14 日に 2020 年度第 3 回目の定例会を Webinar にて開催しました。
（新型コロナウイルスの感染拡大防止の観点から、今年度の定例会は全て webinar のみで開催する予定です。）
BCI Japan Chapter held the third regular meeting of FY 2020 at 14 Oct. on webinar.
(All of the regular meetings in this FY will be held on webinar to avoid spreading infection of COVID-19.)

今回は日本支部事務局の田代から次の 2 つの内容について説明されたあと、質疑応答の時間が設けられました。
1) 事業継続ソリューション（PP4） - Good Practice Guidelines 2018 に基づく解説
2) 新型コロナウイルス（COVID-19）パンデミックに関する情報共有
事業継続ソリューションについては、GPG の PP4「Design」というセクションの要点を解説した後、ISO 22301（2019 年版）および 22313（2020 年版）における関連部分の留意点について説明がありました。
新型コロナウイルスに関しては、日本におけるパンデミックの状況について最近あまり大きな変化はなく、今後再び発生しうる感染拡大に備えて、各企業における対策の内容や準備状況を今のうちにレビューしておくべき時期なのではないか、という観点から、企業における新型コロナウイルス対策に役立つと思われる書籍 2 冊が紹介されました。
当日行われた質疑応答の内容は概ね以下の通りです。
Q) 「設備の耐震強化」や「防水対策」などのリスク対策も、ソリューションとして排除されている訳ではないと思いますが、装置について挙げていただいた例から見れば、事業継続において実現したいことの核は、リソースの冗長化あるいは迅速な再獲得であると説明することは間違いでしょうか？個人的にはこの部分が、日本で混同されがちな「防災担当」と「BCM 担当」の役割分担の基本的な境界線であると考えています。
A) 事業継続において実現したいことが「リソースの冗長化あるいは迅速な再獲得である」という説明は間違いではないと思う。
今回のスライドの 7 ページ目で示した、装置・設備に関する事業継続ソリューションの例では、装置・設備が「使えなくなったときにどうするか」がソリューションとして書かれているが、一方で「設備の耐震強化」や「防水対策」など、「使えなくならないようにする」ための対策は含まれていない。
これらの予防策については、GPG では PP3「Analysis」の段階における「リスクおよび脅威のアセスメント」で、予防策の必要性（事業継続上の必要性／リスクに対する脆弱性）を評価し、その結果に基づいて平常時から予防策を講じるということになる。このような整理になっていることから、事業継続ソリューションには予防策が含まれていない。
また、これらの予防策の必要性にも「事業継続」と「従業員の安全確保」の 2 つの観点があり得る。役割分担の点に関しては、その設備に予防策を講じることが事業継続の観点から必要ならば「BCM 担当」、事業継続上の必要性は低いが従業員の安全確保のために必要ならば「防災担当」という整理になるのではないか（実際には企業の個別事情による）。
最後に事務局から次の 2 点をお願いして閉会した。
1) 日本支部の今後の活動内容や定例会の内容などについてご意見やご希望などあれば、後日お送りいただきたい。
2) BCI World Conference が来月開催されるが、今年は特にインターネットから参加する形態で、日本からも参加しやすくなっているので、ぜひ参加していただきたい。また周りの方々にも宣伝をお願いしたい。

The following 2 topics were explained by Kuniyuki Tashiro FBCI, then the time slot for Q&A and discussion was set.
1) Business continuity solutions - a lecture based on the Good Practice Guidelines 2018 edition (PP4)
2) Information sharing about COVID-19 pandemic
The lecture about business continuity solutions was done based on "Design" section on the GPG, and additional explanation about the related section on ISO 22301 (2019 edition) and ISO 22313 (2020 edition) was provided.
Regarding to COVID-19, there is not so big change on the pandemic situation in Japan recently, so it might be a good time to review preparedness in each company and update them against next wave in future. Then the organizer introduced two books as the good reference to review preparedness in the companies.
After the lecture above, Q&A and discussion was made as followings;
Q) Why are preventive measures (e.g. antiseismic reinforcement, waterproof barrier, etc.) not included in the examples of business continuity solutions on the GPG? Is it because the main focus of the business continuity are to make resources redundant or acquiring resources rapidly (after incident)? Personally, I think that it is related to the border line of the role between disaster preparedness and BCM in Japanese organizations.
A) Your understanding of the main focus of the business continuity is right. Business continuity solutions contain various ways to make resources available under disruption. On the other hand, any preventive measures should be carried out in peace time based on the result of risk and threat assessment in the Analysis stage (PP3), so they are not included in business continuity strategy.
Regarding to the role, if the preventive measures were needed for business continuity, it should be handled by the BCM team. However, if it were not necessary for business continuity but necessary for employees' safety, it should be handled by disaster preparedness team.
